12. A.Sivak, Chief of the Belorussian Railway. Belorussian Railway as a Reliable Link that Ensures Cargo Transit Between Europe and Asia.

Steady and effective functioning of Pan-European transport system is one of the necessary conditions for the development of the states economies. Belarus Republic, being a key transit country has a transportation system connecting Russia with  countries of Asian-Pacific Ocean region and countries of the European Union, pays increased attention to questions of international collaboration in the area of cargo and passenger transport organization.

Belorussian railway is a modern and well developed transport system having length of 5.5 thousand kilometers and carrying about 75% of all republic cargo transportation and more than 50% passenger transportation. It is the most effective, reliable and popular means of transport and, furthermore, it possesses necessary infrastructure that has sufficient reserves of spacing and carrying ability.  Belorussian railway is located at joint of railroads of different track width and is a unique transport bridge, which connects Europe and Asia.

9. I.Kabashkin, professor TTI, Latvia as Logistics and Transit Centre.

Transportation sector is becoming one of the most dynamic and fast growing sectors in Latvian economy. And even more, this sector is taking the leading positions in the country’s economic development. Due to the country’s favorable geographic situation, Latvia has already become an important trade partner between West and East South and North.

Latvian transport policy is in full compliance with the European Union’s requirements and the country’s transportation network has become an integral part of the EU Trans-European Transport Network (TEN-T). Latvia is actively utilizing available EU funds for the improvement of the country’s transport infrastructures.

Today the advantage of geographic position of Latvia has increased dramatically. The border of Latvia is the border of two large unions – European Union and Customs Union of Belarus, Kazakhstan, Russia. This fact open new transport and trade opportunities for domestic and international companies first of all through the three large ports in Latvia (Ventspils, Riga, Liepaja) that are all part of TEN-T and seven small ports (Salacgriva, Skulte, Lielupe, Engure, Mersrags, Roja, Pavilosta). The inestimable advantage of major ports is their favourable geographical position, ice-free conditions and excellent  railway connections with Eurasian Economic Community’s  hinterland.

6. I.I.Scherbo, the Minister of Transport and Communications of the Republic of Belarus. Main Directions of Widening and Deepening Cooperation Between Belarus and Latvia in the Logistics Field.

Trade and economic relations between Belarus and Latvia have developed historically, and currently they are developing dynamically. For example, during 2004-2010 (since May 2004, when Latvia joined the European Union) the mutual trade turnover between Belarus and Latvia rose from 395.0 to 1026.4 million US dollars or in 2.6 times (see Figure 1).

Products such as medicines, fish, various equipment, instruments, medical equipment, chemical and light industry products dominate the majority of Belarus imports from Latvia.

Belarusian exports to Latvia predominantly are petroleum products, ferrous metals and items made thereof, products of forestry, wood pulp and paper industry, tractors, cars, equipment, tools, products of light and food industries, construction materials.

4. A.Gerasimenko, Ambassador of the Republic of Belarus. Cooperation Between Belarus and Latvia in the Transit Area

Belarus remains one of the most important partners of Latvia in the transit area. Belarusian goods take second place in transit of cargo volumes by rail and transshipment in ports. For our country Latvia with its system of railway communication and advanced port infrastructure was, is and will be one of the most important partners in the market of international transport, including the framework of the Eurasian transport corridor.

Two trans-European transport corridors go through the territory of Belarus, their total length is 1520 km. More than one million transit cargo vehicles are passing them annually.

With a view to increase the attractiveness of the Belarusian directions in the development of the European Union’s trade with Asian countries Belarus is actively working on the establishment of a modern logistics infrastructure. It is planned that it will serve the trade flows in the direction from the EU to Russia, Kazakhstan, and China. Great opportunities of transit potential of the Republic of Belarus are opened by its membership in the Customs Union and the ongoing work on the establishment of a single economic space of Belarus, Russia and Kazakhstan.

1. Latvia – Country of Great Transit Possibilities.

Transit of Latvia is a component of global logistic system and it successfully competes in the world market. Therefore government institutions and enterprises are paying significant attention to it and substantial investments in transport infrastructure- ports, railways and roads are primary invested in the directions used for transit.

The range of transit services included port, railway, road transport, customs warehouse and broker, logistic center, as well as ship agent, forwarder, oil and oil product pipeline operator services.    

In Latvia development of transport area is based on serving two large markets- European Union market and Commonwealth of Independent States (hereinafter referred as CIS) and Asian markets. Very important role in the development of transit has cooperation with the CIS countries. Latvia is connected with the CIS countries by common railway system (1520 railway gauge width).
